As a formal legal state (rechtsstaat), legislation is one of the fundamental instruments for Indonesia. Legislation is formed and addressed to the community. The role of the community is a manifestation of the existence of a relationship between the community and the House of Representatives and the government in the process of forming laws. The process of forming laws is not in accordance with the procedures that are normatively regulated in Law No. 12 of 2011 concerning the Formation of Legislation and laws are made for certain interests, resulting in bad laws and violating the rights of the community. This study aims to examine and examine the role of the community in the process of forming legislation in Indonesia and how community participation influences the quality of legislation in Indonesia, using the library research method, with a qualitative analysis approach.
