Abstract

Elections aim to elect people's representatives who will sit in deliberative institutions and people's representative institutions, form a government, continue the struggle for independence, and maintain the integrity of the Unitary State of the Republic of Indonesia. Elections are a system for determining the people's choice of their representatives both at the central and regional levels. Thus, election organizers in carrying out their duties are based on the principles of electoral management body, namely independence, impartiality, integrity and professionalism in carrying out their duties. Public confidence in elections is highly dependent on the integrity of competent election organizers with complete freedom of action to hold transparent and accountable elections. The percentage of community involvement is one of the community's controls on the implementation of elections. When holding elections, people can choose not to get involved, because it is each person's individual right whether to exercise their right to vote or not. So, public awareness is needed to use their political rights wisely. This paper uses a normative approach with a constructivist paradigm. As the main pillar of democracy, elections are the best means and momentum for the people, in particular, to channel their political aspirations, elect their best representatives in the legislative body and president/vice president peacefully. Elections as a means of people's sovereignty are carried out democratically and transparently or openly, which is a form of state government system that has people's sovereignty as mandated by Pancasila and the 1945 Constitution. By carrying out elections with integrity and responsibility, it is hoped that election violations and disputes can be avoided. In order to create elections that are clean, have integrity, honesty and fairness, the implementation of elections must be held in a transparent, accountable, credible and participatory manner so that all stages and processes can run well in accordance with the applicable regulatory corridors. Apart from that, supervision is also needed in the process of holding elections so that the holding of elections runs in accordance with election principles as mandated by Pancasila and the 1945 Constitution.
