Subsidized Fertilizer Policy in Indonesia: Legal Framework, Implementation Issues, and Reform Strategies

Abstract

This research aims to find out and analyze the challenges in implementing the subsidized fertilizer policy in Indonesia so that it still causes problems. Using normative-empirical legal research methods that examine the implementation of positive legal provisions with the aim of determining their impact on the implementation of policies and information in the distribution of subsidized fertilizer. The results of the research show that the objectives of the subsidized fertilizer policy are considered not yet clear and on target due to data collection problems and the criteria for farmers receiving subsidized fertilizer are not yet clear and on target. Then distribution often raises issues of not being on target, lacking steps. So what the government must pay attention to is that agricultural workers must be guaranteed to receive fertilizer subsidies together with land owners (who also work), increase farmer empowerment and strengthen supervision and enforcement. However, the aim of the subsidized fertilizer policy is to ensure economic development in the agricultural sector that is more innovative and adaptive to technological advances so that the distribution of subsidized fertilizer is right on target according to the provisions and is able to improve the welfare of farmers receiving subsidies.
